Support scientific and technical personnel to start businesses
or take part-time jobs.

1.
Encourage scientific and technical personnel with scientific and
technological achievements in higher education institutions and research
institutes to establish sci-tech enterprises. The length for entrepreneurship
after leaving the post is three years as a period and there should be at most
two periods, during which their previous identities and professional titles
will be retained.
2. Scientific and technical personnel in higher education institutions and
research institutes, upon approval by their employment units, can work on a
part-time basis in scientific and technical enterprises and get paid in
accordance with the regulations.

Set up doctoral workstations.
|
Support doctoral workstations in higher education institutions, research
institutes and 3A hospitals to carry out cooperation by production, study and
research, achievement transformation and talent cultivation with small and
medium-sized sci-tech enterprises in Guangdong Province. Doctors in the
workstations will be included in the staffing management of government
affiliated institutions by the higher education institutions, research
institutes and 3A hospitals and their identity as staff of government affiliated
institutions will be retained for 5 years. The salaries and insurances of
doctors in the stations will be guaranteed by the units that set up the
workstations. Each doctoral workstation will be given a workstation
establishment subsidy of RMB 500,000 yuan. The provincial finance department
takes responsibility for the doctoral workstations established in
northwestern area of Eastern Guangdong and those in the counties (cities)
that enjoy provincial financial transfer payment in Huizhou, Jiangmen and
Zhaoqing. The rest shall be taken care of by the respective municipal
financial departments.

Improve the talent management and reform system in
Guangdong-Hong Kong-Macao Talent Cooperation Demonstration Zone.

1.
Allow residents of Hongkong, Macao and Taiwan that work in the Guangdong-Hong
Kong-Macao Talent Cooperation Demonstration Area (including Nansha Guangzhou,
Qianhai Shenzhen, Hengqin Zhuhai, hereafter referred to as “in the area”) to
dispense with “Employment Permit for Taiwan, Hong Kong and Macao Personnel”
so that they can be free from permit application or registration procedures
like local permanent residents.
2. Approved by the Ministry of Justice, the Hong Kong/Macao and Mainland
partnership law firms in the Area are allowed to employ Hong Kong or Macao
lawyers in their own name. the Mainland lawyers in the partnership law firms
can undertake administrative litigation legal affairs where Mainland laws are
applicable.
3. Qualified registered architects, registered structural engineers, registered
public equipment engineers and registered electrical engineers in the Area
and the architectural engineering professionals from Hong Kong and Macao that
are recognized to have the equivalent qualifications as those in the Area can
set up architectural design offices, structural design offices and
electromechanical design offices in the Area.
4. Hong Kong and Macao professionals with the qualifications for such service
areas as architecture, planning, real estate, landscape architecture and
lawyer that start businesses or services in the Area can be regarded as
Mainland professionals with the equivalent qualifications and included in the
enterprise qualification standard calculation scope upon registration or
filing in relevant government departments, competent industry authorities and
supervision departments. Enterprise qualification can only be used in the
Area.

Implement
the entry and exit policy measures in support of the 9 cities of the Pearl
River Delta Innovation Demonstration Zone and Jieyang Sino-German Metal
Ecological City.

1.
High-caliber talents of foreign nationalities that meet the standards and
their spouses and underaged children can directly apply for permanent
residence qualification in China upon recommendation by municipal people’s
governments above prefecture level or the provincial free trade office.
2. Foreign members and foreign technical personnel of the innovation and
entrepreneur teams in the 9 cities of the Pearl River Delta Innovation
Demonstration Zone and Jieyang Sino-German Metal Ecological City can apply
for permanent residence in China if they reach certain scores according to
the talent assessment criteria.
3. Foreigners that directly invest in the 9 cities of the Pearl River Delta
Innovation Demonstration Zone and Jieyang Sino-German Metal Ecological City
as natural persons or through the enterprise of which they act as controlling
shareholders as natural persons can apply for permanent residence in China if
their investment remains stable for three years and their investment amount
accumulates to over USD 1 million (the “Catalogue of Industries for Guiding
Foreign Investment” issued by the state encourages industry investment to
total USD 500,000) and their tax records are good.
4. Chinese of foreign nationalities that have a doctor degree or above or
those who have worked for 4 consecutive years in the 9 cities of the Pearl
River Delta Innovation Demonstration Zone and Jieyang Sino-German Metal
Ecological City and have lived in China for an accumulated period of no less
than 6 months per year can directly apply for permanent residence in China.
5. Chinese of foreign nationalities that have started a business (not subject
to the 60-year-old age limit) in the 9 cities of the Pearl River Delta
Innovation Demonstration Zone and Jieyang Sino-German Metal Ecological City
can directly apply for 5-year work residence permit with their work permit
and employer’s letter of guarantee. They can also directly apply for personal
affairs residence permit (marked “entrepreneurship”) with their business
plan.
6. Foreign students from overseas higher education institutions that are
recorded by Guangdong Provincial Public Security Department Entry and Exit
Administration and that come to work as interns at the invitation of the
enterprises in the 9 cities of the Pearl River Delta Innovation Demonstration
Zone and Jieyang Sino-German Metal Ecological City can apply for short-term
personal affairs visa (marked “internship”) at the Port Visa Authority and
conduct internship activities in China; those who enter with other types of
visa can also apply for changing their visas into short-term personal affairs
visa (marked “internship”) in China and conduct respective internship
activities.

Implement the entry and exit policy measures in support of the
administrative regions of the whole Guangdong Province.
|
1. Personnel of foreign nationalities that have worked in
Guangdong for 4 consecutive years, lived in China for an accumulated period
of no less than 6 months per year, have stable living guarantee and
residence, and whose annual salary and paid annual individual income tax meet
the required standards can apply for permanent residence in China upon
recommendation by the employer.
2. Work residence permits (marked “talent”) valid within 5 years can be
issued to high-caliber talents of foreign nationalities recognized by
Guangdong provincial personnel management department, industry senior
professional foreign talents employed and guaranteed by enterprises
recognized by Guangdong Provincial Department of Scientific and Technological
Innovation and Guangdong Provincial Free Trade Office, as well as
high-caliber talents of foreign nationalities employed by higher education
institutions or research institutes in Guangdong. After they have worked for
3 years, they can apply for permanent residence in China upon recommendation
by the employers and enjoy further shortened approval period.
3. High-caliber talents of foreign nationalities recognized by Guangdong
provincial personnel management department, industry senior professional
foreign talents employed and guaranteed by enterprises recognized by
Guangdong Provincial Department of Scientific and Technological Innovation
and Guangdong Provincial Free Trade Office, high-caliber talents of foreign nationalities
employed by higher education institutions or research institutes in Guangdong
and other foreigners that belong to high-caliber talents with the proof
issued by the inviting units that come to China without a visa can apply for
a R (talent) visa from the destination port visa authority and apply for work
residence permits valid within 5 years in accordance with regulations after
entry into China. Those who come to China with other types of visa can apply
for changing their visas into R (Talent) visa or apply for work residence
permits valid within 5 years in accordance with regulations after entry into
China.
4. Foreigners who come to work in Guangdong Province with the work permits
issued by human resources and social security departments or departments of
foreign experts affairs can directly apply for work residence permits valid
within 1 year with their work permits after entry into China; those who come
to China without a visa can apply for Z (work) visa from the destination port
visa authority and apply for work residence permits in accordance with
regulations after entry into China.
5. Foreigners working in Guangdong Province that have applied for work
residence permits twice consecutively and have not violated laws or
regulations are qualified for work residence permit valid within 5 years in
accordance with regulations at their third time of application.

Implement the entry and exit policy measures in support of the
administrative regions of the whole Guangdong Province.

6. For Chinese of foreign nationalities who were born in
Guangdong or whose registered permanent residence is in Guangdong can apply
for a multiple entry and exit visa valid within 5 years with relevant proofs
or guarantee for visiting relatives, negotiating businesses, participating in
science, education, culture and health exchanges, and dealing with personal
affairs. Those who need to stay in Guangdong for a long time because of work,
study, visiting relatives or dealing with personal affairs can apply for
residence permit valid within 5 years in accordance with regulations.
7. Support international students to directly start innovation and business
in Guangdong Province after they graduate from Chinese colleges and
universities (including colleges and universities in Hong Kong and Macao).
International students who have the willingness to start innovation or
business in Guangdong Province can apply for personal affairs residence
permit (marked “entrepreneurship”) valid within 2 years with their college
graduation certificate and engage in graduation field work and innovation or
entrepreneurial activities. Those who are dismissed by employers during the
period should apply for work residence permit in accordance with regulations.
8. International students enrolled in primary and secondary schools in
Guangdong for urgent reasons can apply for X1 visa from Guangdong port visa
authorities with the admission notice and enrollment letter issued by the
primary and secondary schools in Guangdong and apply for study residence permit
in accordance with regulations after entry into China. Those who enter China
with other types of visa can apply for school residence with the admission
notice and enrollment letter issued by the school.
9. High-caliber talents of foreign nationalities or those from Hong Kong,
Macao and Taiwan who have obtained permanent residence permit or work
residence permit in Guangdong can apply for personal affairs residence permit
(marked “housekeeping”) of the corresponding period for their employed
housekeeping staff of foreign nationalities with their personal guarantee and
employment contract.
10. Further enlarge the existing range of 72-hour visa-free transit at
Guangzhou Baiyun International Airport for people from 51 countries by adding
Shenzhen Baoan Airport and Jieyang Chaoshan Airport as the ports of entry in
addition to Baiyun Airport and increasing the ports of exit from Baiyun
Airport to all land, sea and air ports opened to the outside in the whole
province so as to realize linkage between air ports, land ports and sea
ports. The activity range within the visa-free period is limited to the
administrative regions in Guangdong Province and the length of stay is
extended from 72 hours to 144 hours.
